Dr. Toby Meltzer, a graduate of LSU Medical School in 1983, is board certified in both General and Plastic Surgery. He’s a long-standing member of the American Society of Plastic and Reconstructive Surgeons, and he began his career at Oregon Health Sciences University in 1990. By 1996, he transitioned into private practice in Portland, Oregon, and in 2003, he expanded his work to Scottsdale, Arizona, where he now has privileges at Scottsdale Healthcare Osborn Campus at the Greenbaum Surgery Center and Scottsdale Healthcare Shea Campus.
Dr. Meltzer is known for his exceptional skill in Genital Reconstruction Surgery (GRS), performing around 200 surgeries each year. He specializes in both MtF and FtM procedures, working alongside a Urologist and OB/Gyn for FtM surgeries to ensure the highest level of care. On top of that, he offers Facial Feminization Surgery (FFS) to help feminize the face and body, as well as a range of standard cosmetic procedures. Dr. Meltzer is passionate about helping his patients achieve their personal goals with compassion and precision.

Dr. Aran Yoo, MD, is a highly skilled and compassionate plastic surgeon at The Meltzer Clinic in Scottsdale, Arizona. With a practice focused exclusively on gender-affirming care, Dr. Yoo and her dedicated team are committed to providing affirming and inclusive surgical services to transgender and nonbinary individuals.
Education and Training
Dr. Yoo earned both a B.S. in Biological Sciences and a B.A. in English (Culture, Media, and Rhetorical Studies) from the University of Illinois at Chicago in 2013, followed by her M.D. at the University of Illinois College of Medicine in Peoria in 2018. Dr. Yoo’s residency training was done through the integrated LSU Plastic & Reconstructive Surgery Residency Program where she discovered a passion for gender-affirming surgery. She went on to fellowship training in gender-affirming surgery with Dr. Toby Meltzer, a pioneering plastic and reconstructive surgeon who has been performing gender surgery since the early ’90s.
Feminizing Surgery Procedures
Dr. Yoo offers a comprehensive range of feminizing surgeries, catering to the diverse needs of transfeminine individuals. Procedures include:
- Facial Feminization Surgery (FFS): Hairline correction, forehead recontouring, brow lift, rhinoplasty, cheek implants, lip lift, chin and jaw recontouring, and tracheal shave.
- Body Contouring: Breast augmentation, buttock augmentation, and body sculpting.
- Genital Surgery: Orchiectomy, vulvoplasty, and vaginoplasty (penile inversion, peritoneal flap, and sigmoid colon).
- Hair Grafting.
Masculinizing Surgery Procedures
For transmasculine individuals, Dr. Yoo offers an array of surgical options:
- Top Surgery: Double incision, keyhole, and peri-areolar techniques.
- Body Masculinization.
- Facial Masculinization Surgery.
- Bottom Surgery: Metoidioplasty (with or without urethral lengthening), mons resection, scrotoplasty, Phalloplasty (RFF and groin techniques), and testicular implants.
- Penile Implants: Malleable/semi-rigid rods and inflatable implants (2-piece and 3-piece).

Patients can consult with Dr. Yoo through phone, virtual, or in-person appointments. The consultation fee is $100, and the current wait time for consultations is approximately three months, with surgeries scheduled 3–6 months after consultation.

Surgery Requirements
Dr. Yoo is a member of the World Professional Association for Transgender Health (WPATH) and follows the WPATH Standards of Care. Requirements for surgery include:
- A letter of recommendation from a qualified mental health provider.
- Age 18 and over.
- Good physical and mental health.
